Welcome to the HIV and AIDS section of the SALGA website. SALGA aims to assist Municipalities in strengthening their responses to HIV and AIDS by sharing new developments, policy guidelines, events and tools. Key documents are available on the resources page. On the mainstreaming page, this often misunderstood concept is explained, and practical examples are given for each municipal department. Any new developments, from international to local level, are published on the news page. To read more about the mandate of local government, visit the legal frameworks and guidelines page. Launch of the Handbook for Facilitating Governance response to HIV and AIDS (DPLG, SALGA, MRC, INCA,  

People do not die at national level, they get infected, they get sick and they need services at local level: The municipalities are the touchstone of success or failure to save lives” (Mark Heywood, SANAC Deputy Chair).  The Handbook was launched on Thursday 2 April during the fourth South African AIDS Conference held in Durban. The launch was an occasion to gather important stakeholders from various sectors who gave different perspectives on the importance of the role of local government in the response to HIV&AIDS. The presence of the Minister of Cooperative Governance and Traditional Affairs, Mr. Sicelo Shiceka, SALGA PEC member Gauteng Cllr Elgina Ndlovu, the Director of INCA Capacity Building Fund, Noel Jelliman and the Medical Research Council vice-president, Dr. Ali Dhansay raised the profile of this event.,  It was opened by the eThekwini Executive Mayor Mr. Obed Mlaba, who commended the fact that “we have moved from the mistakes of the past” and are all unified around the National Strategic Plan on HIV.

The handbook is a tool to help put the Framework for an Integrated Local Government Response to HIV&AIDS into practice. It guides municipalities on their mandate and roles. It gives practical tools to the HIV coordinator and IDP manager to facilitate the response in their municipality by mobilising their colleagues and community members to organise a coordinated municipal response, specifically by mainstreaming HIV in the Integrated Development Plans.(posted 1st of September 2009)

Publication of the South African National HIV prevalence, Incidence, Behaviour and Communication Survey, 2008 (HSRC)

In June 2009, the HSRC (Human Science Research Council) released its third National HIV prevalence survey that presents a contrasting picture of the epidemic in South Africa. It seems that new infections are going down, but that one in five South Africans between 15 and 49 years old is HIV positive. The prevalence is different in South Africa’s provinces, with the highest prevalence being found in KwaZulu-Natal (15.8%) and Mpumalanga (15.4%). This survey will help all South Africans involved in the HIV response to better identify “the behaviours and social conditions that are most associated with HIV transmission”, and the “barriers in accessing and using HIV information and services”, as requested by UNAIDS. Publication of an interesting study by IDASA: AIDS and Local Government in South Africa: Examining the impact of an epidemic on ward councillors

This exploratory study, by Kondwani Chirambo and Justin Steyn and published by IDASA (Institute of Democracy in South Africa) sampled 12 local municipalities “with the aim of comprehending the impact of HIV/AIDS on ward councillors and the epidemic potential to affect accountability, effective government and legitimacy”. It suggests that the death of young councillors is the main cause of by-elections, that the loss of skills might hamper the development of “an experienced corps of politicians at local level” and might lead to “ineffective government”. It also reveals that stigma is still prevalent, with HIV positive councillors being reluctant to disclose their status, as they fear it might affect their political careers. The study notably recommends identifying champions among the councillors, capacity building on mainstreaming for technical staff, who would then train councillors and constant communication on HIV by the leadership. Halogen Report of Activities, 2008

The HALOGEN Network, of which SALGA is a member, convenes quarterly learning events on themes related to HIV, AIDS and Local Government. The primary objectives of the network are information sharing and learning, generating partnerships between civil society and government and the documentation and dissemination of good practice.

Input papers and reports of the 2008 events were compiled in a report. The themes covered were: Local Aids Councils, Vulnerability in the context of HIV, Mainstreaming Local Government Responses to HIV, The challenges and the dilemmas of intergovernmental and intersectoral coordination for a municipal HIV/AIDS response. The first learning event of 2009 led to the production of the Municipal Brief 1 – 2009: Mainstreaming HIV/AIDS into IDP, which gives practical tips on how to take HIV/AIDS into consideration when developing IDPs. The following event discussed Community participation and mobilisation of ward committees in the context of HIV/AIDS.

The forthcoming events will be: Leadership on HIV/AIDS: How do we generate the political and strategic buy-in from leaders that will generate an effective HIV/AIDS response? What is the role of SALGA in facilitating this process? To be hosted by SALGA and the Department of Cooperative Governance and Traditional Affairs on the 7th -8th October 2009. The last learning event for the year will cover the following:- What are the challenges of IGR and inter-sectoral coordination when responding to HIV/AIDS? How do municipalities negotiate their different roles and responsibilities? To be held on the 19th  November 2009 and hosted by Isandla.

World AIDS day commemoration 2008: leadership is needed!

 

2008 marks the twentieth anniversary of World AIDS Day, and the theme chosen for 2007 and 2008 is leadership, highlighting the need for innovation, vision and perseverance in the face of the HIV&AIDS challenge. The campaign calls on all sectors of society such as families, communities and civil society organisations –and not just governments – to take initiatives and provide leadership on AIDS.

Responding to the call for action and encouraging the concept of “thinking globally and acting locally”, the South African Local Government Association (SALGA), the Department of Water and Forestry (DWAF) and the Department of Provincial and Local Government (DPLG), joined the embassies of Ireland, Sweden, Netherlands and Canada to celebrate World Aids Day on 28th of November in Atteridgeville (Tshwane) to celebrate World AIDS Day and listen to key speakers.

Amongst those who delivered speeches were:  Mr. Colin Wrafter, the Irish Ambassador in South Africa who addressed the guests on the purpose of the event; dplg representative; DWAF Executive Managers ; and a motivational talk by Mr Blessing Shopera From Leratong Hospice. The closing address was done by Cllr Mmoni More Chairperson of the SALGA North West social development working group. (posted 18 December 2008)

Responding to HIV&AIDS through twinning between Dutch and South African municipalities

The LOGO South Programme aims at strengthening good local government as a condition for poverty reduction, using twinning between Dutch and African Municipalities as a vehicle for action and exchange.   The programme started in 2005 and will run until 2010; it is funded by the Dutch Ministry of Foreign Affairs. VNG International has been contracted for implementation and the project is currently being implemented in 12 countries and consists of 40 projects. The purpose of the LOGO South Thematic programme on HIV and AIDS is to increase the capacity of Local Government to respond to HIV&AIDS, notably through developing HIV&AIDS strategies, improving stakeholders coordination, developing information mechanisms, with a special attention to the Youth and promoting exchanges between municipalities on the lessons learnt .

In South Africa the programme is supported by SALGA and based on the following twinning:  Eindhoven/Tilburg – Emfuleni Municipality, Leiden – Buffalo City, Delft – Tshwane Metro, Oostzaan – Nelson Mandela Bay Metro Municipality.

The Water Sector tackles the HIV&AIDS challenges

In 2004, the Water Sector Leadership Group (WSLG), whose mandate is to give strategic direction to the Water Service Sector (WSS), identified HIV&AIDS as a strategic issue that required attention of all Water Sector Stakeholders.

Consequently, an HIV&AIDS Core Group was established to assist with the understanding of the problems within the sector regarding HIV&AIDS, to give strategic directions and determine various stakeholders’ interventions in response to HIV&AIDS. The core group also guides the different role players’ efforts to mainstream HIV&AIDS and compiles progress reports on the HIV&AIDS mainstreaming process.

Currently the core group is lead by the Department of Water affairs and Forestry (DWAF) and is composed of key stakeholders of the WSS, such as DWAF, DOH (Environmental Health Unit, SALGA (Community development directorate), DPLG Youth, HIV&AIDS Programme, a representative of the Donor’s forum, Rand Water,  SAAWU, Academic institution (WRC). Members nominated as “sounding board” participate as advisers to the core group.

The Framework for an Integrated Local Government Response to HIV and AIDS is rolled out!

The dplg developed a Framework for an Integrated Local Government Response to HIV and AIDS in 2007. It seeks to guide municipalities on how they should respond to the causes and effects of the HIV&AIDS epidemic through mainstreaming HIV&AIDS into their core functions. An implementation plan to accompany the Framework has also been developed, along with a Handbook for Facilitating Development and Governance Responses to HIV and AIDS.

The implementation of the Framework is taking place in a phased process from January 2009, beginning in selected district and local municipalities in three provinces (Eastern Cape, Mpumalanga and Free State).

A task team is overseeing the programme; it is composed of dplg, SALGA, the Medical Research Council (MRC), GTZ and CMRA. SALGA is involved at national and provincial levels to support dplg, give strategic directions to the roll out and encourage municipalities to participate into the project notably by ensuring the buy in by local politicians.

Launch of the HIV and AIDS Local Government Learning Network website

 

The website of the HIV and AIDS Local Government Learning Network, of which SALGA is a member, is now online. The network convenes quarterly learning events on themes related to HIV, AIDS and Local Government. In April the Learning Event focused on Local AIDS Councils and in July the event looked into vulnerabity within the context of HIV&AIDS and the role of local government. More funding and a strengthened KwaZulu-Natal Provincial AIDS Council

 

The KwaZulu-Natal Provincial Government has increased the funding for the HIV and AIDS Control Programme from R14 million in 2001 to R85 million in 2003 and R361 million in 2007. This was announced by Premier Sibusiso Ndebele during the KwaZulu-Natal Provincial Aids Council (KZNPAC) meeting held in August. Other issues discussed included the draft Constitution of KZNPAC, the Provincial HIV and AIDS and STI Plan 2007-2011, an agreement to strengthen the KZNPAC secretariat and plans for an HIV and AIDS Summit to be convened by KZNPAC (source: BUA News Online, 22 August 2008). HIV and AIDS training provided to the Trucking Industry by eThekwini Metropolitan Municipality

 

In July and August eThekwini Municipality together with CMRA and Durban Chamber Foundation provided 4 workshops and trained 33 management delegates and 32 peer educators from the trucking industry. The training focused on managing HIV and AIDS in the workplace. The training forms part of a wider intervention which aims to improve access by truck drivers to HIV-related services in the eThekwini area. In addition to building institutional capacity within the trucking sector to respond to HIV and AIDS, the Municipality has also established a fully equipped trucking wellness centre which will operate from 6 PM to Midnight everyday. The centre, which will be officially launched in October, is the result of a public-private partnership with various stakeholders, including the Provincial and District Departments of Health, Roadside Trucking Wellness and CMRA, Engen, Marianhill Truckstop. ‘Benchmarking municipal responses to HIV&AIDS’ project kicks off

 

The Benchmarking Project has taken off with the first Benchmark meeting held in August. The project, which aims to improve municipal development and governance responses to HIV&AIDS through a process of self-assessment, network formation and knowledge exchange, has brought together the following local municipalities: Ba-Phalaborwa Local Municipality, Delmas Local Municipality, Dihlabeng Local Municipality, Greater Tubatse Local Municipality, Greater Tzaneen Local Municipality, Inqusa Hill Local Municipality, Intsika Yethu Local Municipality, Madibeng Local Municipality, Rustenburg Local Municipality, Umjindi Local Municipality. Good practices and lessons learnt identified during the benchmark project will be shared with municipalities countrywide at the National Conference in 2009. Local AIDS Councils: New developments towards better functioning

 

HIV Youth Prevention through Sports project kicked off in Nelson Mandela Bay Metro

 

In Nelson Mandela Bay Metro the ground has been laid for not only a new generation of talented soccer players, but also for innovative HIV youth prevention!  On Saturday the 2nd of August a partnership programme between NMBM, CMRA, Friendly Soccer Zones  and Grassroots Soccer was launched under the theme: “ Kick – off with us! We cannot wait for 2010…! By the combined efforts of the different stakeholders, youth interested in soccer will now be targeted with activities that build life skills and promote HIV prevention whilst on the soccerfield.  The launch took place in Ward 31, New Brighton, and was opened by the local ward councilor Clr Pieterson. Keynote address was given by Dr. Danny Jordaan, CEO of SAFA 2010. The event was attended by a wide variety of representatives including delegates from the Eastern Cape Provincial Department of Sports, Recreation, Arts and Culture, NMBMM Councilors,  NMBM Executive Director for Sports and Recreation Mr. Zolile Siswana  and other senior managers working in the metro. After the ribbon at the facility gate was cut, the team comprising  of NMBM councilors  were the first to kick-off the ball on the ground, followed by the local team of youth trained by Grassroots Soccer.

 

 

Case-study: Marketisation of municipal services, daily life and HIV in South Africa

Learn more about the impact of basic municipal services on the treatment, care and support of people sick with HIV-related illnesses. This case-study report (2007) documents experiences of poor and HIV-affected households in Grahamstown, Eastern Cape. In particular, it enquires into the ‘marketisation’ of basic services and the implications this might have in the lives of those caring for people living with AIDS. A recommended background document for municipal officials and other stakeholders involved in strengthening the municipal developmental and governance response to HIV and AIDS.  The report represents the 14th issue of the Occasional Paper Series of the Municipal Services Project (posted 28 July 2008).

Report Learning Event: Local AIDS Councils, how can they be more effective?

 

The report capturing the discussions of the HIV and AIDS LG Learning Event around the functioning of Local AIDS Councils is now available. The event took place on the 22nd of April and was well attended by a variety of stakeholders. The report presents an overview of local, national and technical inputs around the mandate, institutional arrangements, multi-sectoral representation and challlenges and achievements of local AIDS Councils. HIV and AIDS Local Government Network Learning Event: Local AIDS Councils, how can they be more effective?

 

 

  

 

On the 22nd of April 2008 SALGA in partnership with CMRA hosted the first HIV and AIDS Local Government Network Learning Event for 2008. The theme of the event was: Local AIDS Councils, how can they be more effective? The event, funded by GTZ, proved to be a success with key stakeholders debating the achievements and challenges facing Local AIDS Councils, as well as the strategic actions needed to improve the councils’ functioning. The event was well represented with delegates from various organizations, including: SANAC, SALGA Social Development Working Group Chairpersons of KZN and North West who are also Councillors in their Municipalities, CMRA, GTZ, DPLG, Isandla Institute, MRC, Eastern Cape Aids Council, North West Provincial Council on AIDS, UCT, Buffalo City Municipality, Thembisile Hani Local Municipality, Enhlanzeni District Municipality, eThekwini Metropolitan Municipality, Dr. JS Moroka Local Municipality, Madibeng Local Municipality, IDASA and KZN Office of the Premier. SALGA Country Guideline on HIV and AIDS for Local Government now available!

The much anticipated SALGA Country Guideline does not only provide guidelines around critical issues such as promoting effective leadership and enhancing local government input into policy development. The document also gives various practical examples of how local government can align initiatives to the National Strategic Plan 2007-2011. New project starting soon: Benchmarking municipal responses to HIV and AIDS.

Having observed the eagerness among municipalities to exchange ideas and learn from each other about solutions to shared challenges, the Centre for Municipal Research and Advice, in partnership with SALGA, will soon start a new project to facilitate exactly that: Benchmarking municipal responses to HIV and AIDS. This project will not only assess the strengths and weaknesses of certain approaches and identify good practices, it will also facilitate a process of self-evaluation and networking among municipalities. Challenges that will be looked into include questions like ‘How do other municipalities succeed in mainstreaming HIV and AIDS? How to obtain an accurate picture of the development challenge related to HIV and AIDS in my municipality? How to address HIV and AIDS meaningfully with the available financial resources?’ The Benchmark questionnaire is aligned to the DPLG Framework for an Integrated Local Government Response and the SALGA Country Guideline, which will assist municipalities in familiarizing themselves with these guidelines.

 

SALGA and CMRA encourage municipalities to register their interest to participate. Municipalities that are interested need to be willing and able to avail the IDP manager, HIV/SPU coordinator and a portfolio councilor to take part as the core team representing the respective municipality in this project. World AIDS Day widely commemorated by municipalities countrywide

 

Numerous municipalities commemorated World AIDS Day towards the end of last year, and in doing so focused on various related themes. Nelson Mandela Bay Municipality launched their comprehensive Integrated HIV and AIDS Plan, while in Chris Hani District Municipality the theme of the event was “Take a Lead and Take action”, a message strongly echoed by the various local government leaders present. The event took place in Emalahleni Local Municipality and was attended by over 1000 people, including people from the local communities, and district and provincial actors. Door-to-door campaign conducted by Chris Hani District AIDS Council and Emalahleni Local AIDS Council

 

The World AIDS Day event in Emalahleni Local Municipality marked an important milestone for the entire district with the presentation of the results of a door-to-door campaign. The campaign took place between 12 and 16 November 2007. For this campaign, which was jointly conducted by the Chris Hani District Aids Council and Emalahleni Local Aids Council, a questionnaire was developed assessing HIV, AIDS and related developmental issues. More than 500 volunteering data capturers were drawn from all 16 Wards of the Emalahleni Municipality, NGOs, CBOs, all Local AIDS Councils within Chris Hani District Municipality as well as the district itself. The outcome and challenges were captured into a report, and handed over to the relevant Government Departments, the Eastern Cape Premier’s office, Eastern Cape AIDS Council, prominent NGOs and the District AIDS Council for consideration in their planning programs. Launch of eThekwini AIDS Council by the Mayor, Councillor Obed Mlaba

On the 21st of November the Ethekwini AIDS Council (EAC) was relaunched by the Mayor of eThekwini, Councillor Obed Mlaba. In his opening speech, the Mayor, who is the chairperson of the EAC, reiterated the importance of local government political and administrative leadership in the response to HIV and AIDS. This leadership is reflected in the membership of the EAC, which includes four executive committee councillors, ward councillors as well as traditional leaders. The Interdepartmental AIDS Forum (IDAFO), responsible for internal mainstreaming, is represented on the EAC by its chairperson, while others sectors are also widely represented: Business, Community-Based Organisations, Faith-Based Organisations, traditional practitioners, people living with disabilities, various government sector departments such as Education and Social Development, unions, tertiary institutions and youth. The EAC has a clear coordination body, based in the Aids Programme Department in the Health Unit. (Posted 5 December 2007)

Leadership the key message at District World AIDS Day Commemoration in Chris Hani District Municipality

On Friday the 16th of November Chris Hani District Municipality commemorated World AIDS Day. The theme of the event was “Take a Lead and Take action”, a message strongly echoed by the various local government leaders present. While the event was opened by Councillor Lalli, Mayor of Emalahleni Municipality (EC), the Key Note Address was given by MP Qwase of the Eastern Cape Legislature and word of thanks by the Executive Mayor of Chris Hani District, Cllr Sigabi.

 The event took place in Emalahleni Local Municipality and was attended by over 1000 people, including people from the local communities, and district and provincial actors. The event marked an important milestone for the entire district with the presentation of the results of a door-to-door campaign, which took place between 12 and 16 November 2007. For this campaign, which was jointly conducted by the Chris Hani District Aids Council and Emalahleni Local Aids Council, a questionnaire was developed assessing HIV, AIDS and related developmental issues. In addition, during this event CMRA handed over a mobile unit to the municipality as part of the HIV and AIDS support project to the municipality, funded by the Royal Netherlands Embassy. Annual stakeholders workshop on Interdepartmental Forum for HIV and AIDS Mainstreaming  

On the 1st and 2nd of November Nelson Mandela Bay Metropolitan Municipality hosted the CMRA annual stakeholder IDF & Mainstreaming workshop. The workshop looked into the progress and challenges experienced in the six municipalities taking part in the project “Decentralised Response to HIV and AIDS in South Africa”: Nelson Mandela Bay Metropolitan Municipality, Emalahleni Local Municipality (EC), Buffalo City Municipality, eThekwini, Madibeng Local Municipality and Marble Hall Municipality. HIV, AIDS and Sustainable Human Settlements

 

Municipalities are key institutions in bringing about sustainable human settlements. As socio-economic and physical factors contribute to an environment in which HIV and AIDS continue to spread and either undermine or strengthen the ability of affected households to cope, it is imperative to integrate HIV and AIDS into human settlements planning and development. To assist municipal planners, housing officials and other stakeholders in this field, the Isandla Institute developed an Introductory Guide for Municipal Practitioners on HIV, AIDS and Sustainable Human Settlements Development in South Africa, and a concept paper Building Positive Spaces”.

Consultative Workshop - SALGA Local Government Plan on HIV and AIDS

 

On the 9th of July SALGA hosted a national workshop with the aim of finalising the development of the Country Plan for Local Government on HIV and AIDS. One of the main objectives was to align the Plan to government guidelines and frameworks, such as the HIV & AIDS and STI Strategic Plan for South Africa 2007 - 2011 and the DPLG Framework for an integrated Local Government response to HIV and AIDS. The workshop was attended by a variety of stakeholders, including SALGA Social Development Working Group members, Mayors and Municipal Managers, other Government sectors and technical service providers. After the inputs of the delegates have been incorporated, the finalised Plan will be submitted to SALGA NEC for consideration and endorsement. The new HIV and AIDS and STI Strategic Plan for South Africa 2007-2011 (NSP) strongly advocates for leadership amongst all sectors in society to promote the NSP goals. Many of the interventions that are needed take place at the decentralized, local level and therefore confirm the crucial role of local government. Download the plan

In her opening speech of the South African National AIDS Conference, Deputy-President Mmlambo-Ngucka highlighted the deliberation of SALGA on its recent conference regarding the mainstreaming of the National Strategic Plan (NSP) in municipalities. Read the speech.

The DPLG Framework for an Integrated Local Government Response to HIV and AIDS

 

The DPLG Framework for an Integrated Local Government Response to HIV and AIDS was officially launched by the Deputy Minister, Department of Provincial and Local government, Ms. Nomatyala Hangana on the 11 April 2007 at Mangaung City Hall, Bloemfontein. This comprehensive and very useful resources comes with a practical Implementation Plan.

 

The Launch of  the new South African National AIDS Council

 

On the 30th April the newly constituted South African National AIDS Council (SANAC) was launched officially bringing together government and civil society in a renewed partnership  against HIV and AIDS. The new SANAC endorsed the new comprehensive National Strategic Plan for HIV and AIDS and  STI for 2007 - 2011.

On the 13th of March 2007 Madibeng Local Municipality hosted the official launch of the HIV and AIDS section of the SALGA website. This marks the commitment of SALGA to fight the epidemic at the local level by giving guidance to and supporting Municipalities in their endeavors.
