National Conference on Local Government Communication 1st Draft Report
The conference aimed at ensuring that local government communication is able to deal with both the realities and perceptions about service delivery and successes at local government sphere in an ever more meaningful way over the next the next 5 years, with the following objectives:

To develop a five-year communication plan for local government based on the five-year strategic plan for local government.

To develop systems aimed at strengthening the communication infrastructure and functions of ward committees.

To adopt guidelines for local government communication.
-
Accelerate communication interventions in support of service delivery initiatives.
-
Share knowledge and understanding between government communicators about systems and policies developed since the first national conference in June 2002.

Cape Town Declaration
We, the representatives of municipalities gathered in Cape Town under the auspices of SALGA, on the occasion of our Second National Conference convened from 26 to 30 September 2004, reaffirm our commitment to realising our developmental local government mandate and to achieving the Presidential targets as set out in the May 2004 State of the Nation Address. Inspired by the address of his Excellency, Mr Thabo Mbeki, the President of the Republic of South Africa, and appreciating the participation of members of the Cabinet, members of Parliament, Premiers and members of Provincial Governments, international partners, and representatives from civil society and business. We hereby adopt this Declaration in the firm belief that it paves the way towards improved and accelerated service delivery for the next decade.

Ten years of democracy: achievements and challenges. "We are on track, but there are mountains to climb" (President Mebeki, 2004). South Africa has been celebrating its tenth year of democracy. The new system of local government has only been in existence for four years.

Secretary Generals Report
With general freedom and democracy in South Africa being ten years old and democratic local government a year behind, it is not inopportune to celebrate. A substantive celebration of local government, however, must involve a qualitative reflection on this sphere of government. Essentially, this means that we have to ask questions regarding our performance, thus far and beyond, on our mandate.

TREASURER'S BROCHURE
SALGA undertook efforts to enhance the internal control system by introducing the internal audit function and the Audit committee. The achievements and functions of the committee shall be dealt with later on in this report. The Office of the Auditor General reports findings and recommendations to management of SALGA.

SALGA Chairperson's Report
I present this wide-ranging broad appraisal of our stewardship of local government and our municipalities since the advent of democratic local government in our country. I do so humbled by the privilege and the honour of working with all of you in the service of our communities at a micro level and our country at the macro level.

Traditional Leadership and Governance Framework Act, Act 41 of 2003.
The Bill was assented to by the President and promulgated as an Act (Act 41 of 2003) on 19 December 2003. The date of coming into operation is still to be proclaimed by the President, but the likelihood is that the operational date will be 1 July 2004.

HRD Conference Handbook
The South African Local Government Association (SALGA) recently hosted its first Human Resources Development Policy conference at Gallagher Estate in Midrand, Gauteng. This event brought together 650 key decision-makers and human resources practitioners from the local government sector. During the conference, existing service delivery paradigms were challenged, best practice lessons learnt and new service delivery options considered.
